Question Start in Gear

I have a 2005 Grizzly 660. The bike flooded back in 2016. Before Louisiana's flood, it would start in gear as long as the rear brake was pulled. Now it will only start in neutral, not even park. I have check Part #4, 44, 7, and the switch on the left-hand brake. Originally the left-hand brake and # 44 were bad. I have replaced the left-hand switch and cleaned #44. What else could be wrong?

NOTE: My display and rad fan motor were killed from water damage from the flood and I can not find part #41 on the quad.
The battery is new too.
